Support K-2 multilingual learners in developing English language proficiency and academic achievement through targeted instruction, case management, and advocacy. Plan, organize, and implement an instructional program aligned with the District’s Core Values, Mission, and state English Language Proficiency Standards. Foster inclusive learning environments that affirm students’ cultural and linguistic identities while equipping them to access rigorous academic content. Build strong partnerships with students, families, colleagues, and community members to ensure equitable opportunities and success for every learner.
Minimum Qualifications
Hold current Oregon Teaching License with ESOL endorsement
Background and Criminal History Clearance
Must meet all other TSPC license requirements, including Background and Criminal History Clearance
Demonstrates high level of communication skills and meets District standards for oral and written language proficiency in English, and if applicable, in Spanish or Russian
Must have successful experience working with culturally and linguistically diverse students and families
Knowledge and clear understanding of the subject and content level Oregon State Standards, and ability to provide effective instruction, and support to students in their learning of the content.
Knowledge and use of Culturally Responsive Teaching Practices aligned with Zarretta Hamond’s “Ready for Rigor” Framework
Skill in leadership and facilitation, including problem solving and conflict resolution
Knowledge of human growth and development at assigned instructional level(s)
Knowledge of effective student behavior management methods
Appropriate integration of technology in the learning process
Utilizes differentiated and sheltered content instructional strategies, and/or English language development strategies to instruct students with varying levels of English language proficiency
Ability to seek professional growth, improve classroom instruction and to qualify for certification by following both state and district regulations.

Essential Functions
Training and knowledge of research and methods in English Language Development, first and second language acquisition, literacy development, and scaffolded and sheltered instruction
Knowledge and skill in the use of strategies necessary to meet the needs of diverse students
Demonstrate an awareness of and sensitivity to multicultural and multilingual values and environments
Knowledge of Common Core Language Arts standards and English Language Proficiency standards
Ability to conduct program reviews, revise and implement curriculum frameworks as needed to align with state standards.
Coordinate the administration of English Learner assessments
Coach teachers in planning, teaching and assessing the effectiveness of content instruction
Analyze assessments and consult with students, parents, and staff regarding student program placement and English proficiency levels
Instructional Responsibilities
Teaches a course of study in one or more subject areas as assigned focusing on state content and performance standards as adopted by the District or approved by the supervisor
Shows written evidence of preparation for instruction that addresses both short and long-term learning goals, including state and District performance standards
Provides developmentally appropriate learning experiences, including activities that challenge, motivate, and actively involve all students
Uses a variety of formal and informal learning assessments to monitor student progress toward achievement of the learning objectives and modify instructional methods and materials as needed
Documents student work and learning progress, creates a grading system that is consistent and fair, and communicates to students and parents/guardians the level of the student’s achievement and progress on a regular basis
Implements classroom components of individual education plans or other individual learning or behavioral plans
Assist the administration in implementing all policies and/or rules governing student conduct in the classroom, develop rules of classroom behavior and procedures, and maintain order in the classroom.
Utilizes differentiated instructional strategies for a variety of learning styles due to disabilities.
Establishes and maintains a positive and respectful learning environment and working relationship with students, staff, administration, parents/guardians, and community members
Design and deliver Professional Development to teaching staff using effective research-based teaching strategies for supporting ELs
Oversee and effectively use EL Instructional Assistants to provide language supports to ELs which includes setting up a schedule, planning, and monitoring the instruction delivered by the EL classified staff in the building as they work with ELs
Coach and consult with classroom teachers on highly effective instructional and intervention strategies for ELs
Provide language instruction to newcomers and emergent bilinguals in small-group settings
Participate in Multi-Tiered System of Supports Team meetings
Attend IEP meetings
Teach ELD “Morning Class”
Attend Parent Nights for EL families
Professional Responsibilities
Identifies and refers students who need additional services and support
Establish and maintain open lines of communication with students and parents/guardians concerning the broad academic and behavioral progress of all assigned students
Initiate and maintain ongoing communication with colleagues, and administration.
Follows all safety rules and takes all reasonable precautions to provide a safe and secure learning environment for all assigned students
Establishes and maintains a positive and respectful learning environment and working relationship with students, staff, administration, parents/guardians, and community members
Participates in various meetings for the purpose of receiving information or sharing information and expertise with students, colleagues, and parents/guardians, and serve on staff/district committees as required.
Experience and desire to work collaboratively on a Professional Learning Team using a vareity of data to grow professionally, and actively seeks out and participates in professional development activities designed to improve professional competence
Maintain and improve professional competence through an ongoing program of reading, workshops, seminars, conferences and/or advanced course work at institutions of higher learning.
Demonstrates computer literacy and operates software programs as related to job responsibilities
Maintains accurate, complete, and confidential records as required by law and District policy and regulations
Maintains regular attendance at work and work activities, and is punctual in meeting deadlines, attending meetings, and following schedules.
Perform such other tasks (which may require knowledge of other job descriptions) as may seem to be appropriate to the Board or Administration.
