This is a Regular, .50 FTE Migrant Education Academic Planning Teacher on Special Assignment (TOSA) position, based out of the Migrant Education Program and will begin in August, 2026. External Applicants (including Substitutes and District Athletic Coaches) Submit an electronic application through TalentEd/Applicant Tracking (link on District website) with the following: A letter of interest to Columba Jones, Executive Director of Equity and Student Services Current resume Three (3) recent letters of reference Copy of TSPC Teaching License or proof of license eligibility Official college transcripts will be required upon hire JOB SUMMARY The Migrant Education Academic Planning Teacher (TOSA) provides district-wide leadership in designing, coordinating, and evaluating supplemental academic programming for migratory students in PreK–8. Working collaboratively with school-based Academic Support Specialists, administrators, teachers, families, and community partners, this position supports academic growth, successful school transitions, family engagement, and compliance with Title I-C Migrant Education requirements. Additionally, the teacher facilitates student success in academic and interpersonal skills by implementing District-approved curriculum, providing a safe learning environment, and addressing specific educational needs while promoting high standards of performance for all students regardless of their background. ESSENTIAL DUTIES AND RESPONSIBILITIES Design, coordinate, and evaluate supplemental academic programs that support migrant students from preschool through eighth grade. Align programming with district priorities, Title I-C requirements, and the work of school-based Academic Support Specialists. Collaborate with school staff to identify student needs, monitor academic progress, and support successful transitions between preschool, elementary, middle school, and high school. Partner with district and building staff to coordinate services, evaluate program effectiveness, analyze student data, and recommend continuous improvements. Participate in development and implementation of individual student plans (e.g., IEP, 504). Work as part of the school team to fully implement Multi-tiered Systems of Support (MTSS). Coordinate after-school, evening, and extended learning opportunities, including family workshops and academic enrichment activities. Effectively work with and respond to people from diverse cultures or backgrounds. Advise parents and/or legal guardians of student progress for the purpose of supporting teacher’s expectations, developing methods for improvement and/or reinforcing classroom goals in the home environment. Instruct students for the purpose of improving their success in academic, interpersonal and daily living skills through a defined course of study. Vary and pace classroom strategies to accommodate different learning styles, actively involve students and maximize student engagement in meaningful learning. Assess students for the purpose of providing feedback to students, parents and administration regarding students’ progress, expectations, goals, etc. Assist school staff and administration in implementing all policies and/or rules governing student conduct, reinforce individual school’s plan for positive behavior support, develop reasonable rules for classroom behavior and utilize effective, proactive behavior management skills in all school settings. Prepare teaching materials and reports (e.g. grades, attendance, anecdotal records, etc.) for the purpose of implementing lesson plans and providing documentation of teacher and student progress. Model and teach respect with an awareness of diversity. Vary and pace classroom strategies to accommodate different learning styles, actively involve students and maximize student engagement in meaningful learning. Assists other teachers for the purpose of implementing curriculum. Use current body of knowledge in cultural diversity issues in teaching and curriculum development to design and adapt individual/group academic and behavior/social programs in all school settings. Collaborates with school personnel, parents and various community agencies for the purpose of improving the quality of student outcomes, developing solutions and planning curriculum. Directs instructional assistants, volunteers and/or student aides for the purpose of providing an effective school program and addressing the needs of individual students. Instructs students for the purpose of improving their success in academic, interpersonal and daily living skills through a defined course of study. Assist school staff and administration in implementing all policies and/or rules governing student conduct, reinforce individual school’s plan for positive behavior support, develop reasonable rules for classroom behavior and utilize effective, proactive behavior management skills in all school settings Maintains regular and appropriate attendance and is on time for assignment(s) for the purpose of meeting the needs of the students and the district. Monitors student activities (e.g. classroom, lunch, grounds, etc.) for the purpose of providing a safe and optimal learning environment. Reports incidents (e.g. fights, suspected child abuse, suspected substance abuse, etc.) for the purpose of maintaining personal safety of students, providing a positive learning environment and adhering to Education Code, district and/or school policy. GENERAL PERFORMANCE REQUIREMENTS Perform duties in a courteous and efficient manner that builds the confidence of staff, students and the public in the Hood River County School District and enhances learning. Maintain regular and punctual attendance at work and work activities, and is punctual in meeting deadlines, attending meetings, and following a schedule. Observe laws, district policies and procedures, and professional standards for this position. Work effectively and collaboratively with diverse student, parent and community populations. Carry out work responsibilities with strong organizational skills, effectively under pressure of deadlines, difficult situations, interruptions, and new or emergency conditions. Respect confidential information and the privacy of students, staff and parents. Collect, record, store, retrieve, assimilate, organize and utilize information and records electronically and by using traditional methods. Develop job skills necessary to meet changes in the position. Maintain personal appearance and hygiene appropriate to the position as defined by the district. Meet applicable district physical ability/health and safety guidelines for the position. WORK SCHEDULE & TENTATIVE PROGRAMMING Flexible Scheduling: Because supplemental programming frequently occurs outside the traditional student day, the employee's work schedule may include afternoon or evening hours. Additional Hours: Afternoon/evening hours falling outside the regularly determined schedule will be identified collaboratively at the beginning of each trimester. Any work beyond the contracted assignment, including summer programming, will be authorized and compensated in accordance with District procedures, grant funding, and the collective bargaining agreement. Pre-Service Days: Contracted time during New Teacher Days and Inservice Days will be used for scope and sequence development, program preparation, family outreach, and preparing for afternoon academic camps. Inservice & Grading Days: Full inservice days and trimester grading work days are repurposed to run targeted afternoon student camps (e.g., 2 hours for 2 days) focusing on hands-on enrichment, targeted math/literacy intervention, and transition tracking for elementary and middle school students. QUALIFICATIONS: Skills, Knowledge and/or Abilities Required: Valid Oregon teaching license with appropriate subject area endorsement. Understanding of human growth and development patterns, learning theory and brain research. Content knowledge in subjects being taught. Familiarity with a variety of age appropriate instructional, assessment and classroom management strategies that reflect current research on best practices. Experience working with English Language Learners is preferred. Familiarity with state standards and curriculum frameworks for elementary school levels. Knowledge and experience with differentiated instruction. Effective oral and written communication skills. Knowledge of state and federal education laws and of student and staff rights. Ability to exhibit professionalism and effective human relations. Ability to effectively manage and supervise students and their work. Ability to direct the work of other staff members.
